6 Heart Disease and Stroke Initiative

The Northeastern Partnership provides regional leadership to encourage policy and environmental change at three levels throughout the region: 1)the healthcare system, 2) worksites, and 3) local communities.

Program activities focus on prevention for heart disease and stroke including controlling blood pressure and cholesterol, recognizing signs and symptoms of heart attack and stroke, improving emergency response for heart attack and stroke, improving quality of care for cardiovascular disease, and eliminating disparities among population groups.

Project Update: June 2011
This is the fourth year of the current five-year Centers for Disease Control and Prevention grant from the State HDSP Branch for this project. The grant supports one Regional HDSP Coordinator (the Coordinator position has been vacant since October 2010 and interviews are underway to fill the position) as well as funds for trainings and a media campaign. The Coordinator works closely with the Regional HDSP Coordinator based in Greenville to address policy level changes, provide trainings and materials related to HDSP, and hold quarterly meetings to share ideas and learn new information. The Coordinator is supervised by a health department staff member on an in-kind basis.

Long term outcomes are expected to be achieved by June 2012.  They include:  By 6/12, HDSP staff will implement, or play a lead role in the implementation of at least 70 policies and programs at the community and state level that prevent or control HBP for NC citizens, at least 60 policies and programs at the community and state level that prevent or control high cholesterol, and through the implementation of statewide and regional media campaigns, 30% of NC adults will be reached with information about the risk factors associated with stroke and heart attack, and will know the signs and symptoms as well as the need to call 9-1-1 when heart attack or stroke are suspected, and working collaboratively with partners, HDSP staff will implement or play a lead role in the implementation of a range of statewide initiatives to optimize care for people with CV risk factors, as well as people with CV disease.

These initiatives focus on improving systems, educating health care professionals, and providing resources needed to provide the highest quality of care.

    The North Carolina Stroke Care Collaborative (NCSCC) is a Paul Coverdell National Acute Stroke Registry funded by the Centers for Disease Control and Prevention and supported by State Funds . The NCSCC is administered by the North Carolina
    Heart Disease and Stroke Prevention Program of the NC Department of Health and Human Services (DHHS) in collaboration with the School of Public Health at UNC.

ATTENTION: Beginning January 1, 2009, all counties EMS must have a plan to address the triage and destination of stroke patients.  Do you know your county's plan?

• The purpose of implementing a stroke plan is to assist in the rapid identification of stroke patients, minimize the time between symptom onset and definitive care, identify the best destination for patients, standardize care, and provide ongoing evaluation to ensure compliance.

• A stroke system should create or support interaction and collaboration and be effective in preventing and treating stroke.

• EMS systems will have until December 31, 2009 to comply with the new regulations.

East NC Stroke Network Annual Meeting
You are invited to attend the Winter 2010 Quarterly network meeting of the Eastern North Carolina Stroke Network (ENCSN).  This is a multidisciplinary group of health professionals whose focus is stroke education and stroke patient care.  It is both an educational and networking opportunity for all who attend. This important event is scheduled for January 13, 2010.
