  1. Regional evaluation training (hosted in Northeastern, Piedmont, Western regions)
  2. NCIPH evaluation staff will respond to Technical Assistance requests
  3. Work with Incubator coordinators on identifying and evaluating Incubator projects (one per year)

  2. Produce stakeholder evaluation report
  3. Present evaluation findings to NCIPH staff and Incubator Steering Committee

2009 Overall Summary & Evaluation Report (pdf)
This report includes information collected from regular Incubator project reports (for projects funded from July 2008 to June 2009) submitted by Incubator coordinators and Partnership staff.

Evaluation Contracted Service Reports

This report, funded by the South Central and Western partnerships, provides an data from the evaluation of the CDP and BETS systems for environmental health inspection data management.

This evaluation presentation conducted for the Northeastern Partnership seeks to better understand the partnership's costs including in-kind time of HD and staff, and partnership dues, and benefits including fiscal agent overhead, administrative costs, project “costs” (seven effective projects, staff, communications, travel, marketing, etc).

This evaluation of the FY2008 NC Public Health Incubator Collaboratives program was conducted by Molly Cannon, MPH and Mary Davis, DrPH, MSPH, at the North Carolina Institute for Public Health (NCIPH), the service and outreach arm of the UNC Gillings School of Global Public Health in Chapel Hill. This is the same organization that administers the Incubator process, thus the evaluation process should be considered an “internal evaluation.”

Evaluation Resources

Evaluation Training Services
In the 2008 funding year, NC Institute for Public Health staff Molly Cannon, Mary Davis, and Liz Mahanna conducted five one-day evaluation training sessions across the state to local health department staff on the CDC Framework for Program Evaluation model.

Focusing on agency program activities identified by participants the trainings involved applying the six phases of the Framework:

Engage stakeholders,
Describe the program (need, expectations, activities, resources),
Focus the evaluation design,
Gather credible evidence,
Justify conclusions, and
Ensure use and share lessons learned.

The trainings were presented for the six Incubator Partnerships between September 2008 and February 2009 in Asheville, Kannapolis, Edenton, Raleigh, and Raeford. Eighty-five individuals participated.
