What are Incubator Collaboratives
(NC PHICs)?
NC PHICs are teams of local health departments working together voluntarily to address pressing public health issues.
How do NC PHICs improve the public's health in North Carolina?
NC PHICs enable the sharing of resources and ideas such that autonomous local health departments can focus on their community health needs while benefiting from regional public health initiatives. Through partnership, member health departments do so by:
- Effectively leveraging local resources in collective, regional initiatives (See the link below for a Cost/Benefit Evaluation of Incubator activities)

- Enabling and evaluating experimental, innovative projects. (As an example, see the link below for an evaluation of an environmental health automation project)
Evaluation Outcome of CDP and BETS Systems for Management of Environmental Health Inspection Data
- Enabling public health invterventions in poor counties that exhibit a disproportionate need but couldn't otherwise undertake these interventions (As an example, see the link below for the description of a regional public health intervention that benefits poor NC counties.)
